Samnang is a member of the Bar Association of Cambodia and a co-founder of Sotheaphal, Samnang, Sophy & Partners; and has been appointed as a member of the Royal Government Attorneys Group, a counsel for the Cambodian government. He is also a licensed Notary Public and the Director of Nitei Niron Notary Public.

Prior to his role in his established firm, he was also a corporate and investment advisor to one of a prominent firm where he was involved in key due diligence exercise on some of the largest telecommunication companies in Cambodia, which later resulted in mergers and acquisitions. Samnang has been acting for major investors and businesses, focusing on real estate, corporate compliance and due diligence, and investment projects.

Samnang began his career as a legal advisor in legal and judicial reform and justice sector, working in collaboration with various international organizations, Ministry of Justice, and courts since 2004.

Samnang holds two certificates of Master of Laws from University of Hawaii School of Law, Hawaii, United States of America (2007), and Transnational University of Laws and Business, Republic of Korea (2004), and has attended many legal trainings locally and abroad. He was a Scholar for the 25th Conference of the Inter-Pacific Bar Association (IPBA) and a member of the Law Association of Asia and the Pacific (LAWASIA).
